U.S. Army Corps of Engineers Announces Request for Information (RFI) Build to Lease Facilities in Bulgaria

The US Army Corps of Engineers, Europe District, announced it is seeking information from potential investors for build-to-lease facilities in the vicinity of Novo Selo Training Area in Bulgaria. This Request for Information (RFI) is the initial stage of market research under FAR Part 10 of the Federal Acquisition Register (FAR), and is not a Request for Proposal (RFP).

The US Army Corps of Engineers, Europe District requests expressions of interest, comments, technical data, available configurations and general cost information from firms that might be interested in constructing a forward operating site capable of providing basic life support to rotational units.

These camps will include facilities to provide housing, dining, storage, maintenance, and administration; approximately 430,000 square feet of facilities at an estimated construction cost between $25,000,000 and $100,000,000 for lease to the United States Army.

A complete list of facilities required is available upon request from the US Army Corps of Engineers, Europe District Contracting Division. If build to lease is chosen as the delivery method for this project, the United States will enter into a ten year firm term lease, with two renewal options of five years firm each.
